Civil Defence Officials in Dubai are still working on changes to the UAE Fire and Life Safety Code that will further restrict the use of flammable cladding however, officials have said that the revised safety code is currently in the translation phase and remains a work in progress. When translation is completed, the new fire code will be updated and made available to the public to help guide developers, architects and construction firms on the new rules governing which exterior cladding panels are allowed and those that are no longer approved on high-rise structures. Following the fire at The Address, a team was formed by Lt Gen Shaikh Saif Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, to check all buildings in the UAE for flammable cladding and any other potential fire hazards or issues that conflict with the fire code. It is suspected that some older buildings will be found to have issues but solutions to any issues identified will be worked out on a case-by-case basis once the survey of all buildings is completed.

With Dubai’s skyline having seen two similar fires in recent years and many of the city’s buildings have floors well out of reach of conventional firefighting equipment and rely on advanced sprinkler systems and other fire retardants. Building and safety experts have attributed the spate of fires to a material commonly used to cover the buildings known as aluminium composite panel cladding. Some panels used in buildings in the Emirates contain a flammable core that can burn rapidly one ignited, allowing fires to spread quickly on buildings covered top to bottom with the panels without sufficient fire breaks along the way.

Lt Col Jamal Ahmad Ebrahim, head of the Preventive Safety Department at Dubai Civil Defence, said that the existing safety code details the materials that can and cannot be used in cladding which is in line with international standards, but he said that there are some gaps that will be addressed. “Previously, materials used in creating facades of buildings and cladding were tested individually, now we are talking with the concerned parties — whether developers or providers of those materials — to test cladding material as a whole unit,” he said.

It also stipulated that all cladding panels shall be tested and approved for their combustibility and flame spread classification at the maximum thickness intended for use and intended assemblies and shall not contain foamed plastic insulation at its core. Before these new changes, provisions in the UAE Fire and Life Safety Code — introduced in July 2011 — did not prohibit non fire-rated cladding panels that can burn within minutes as they are filled with petroleum-based plastics compared to fire-retardant panels comprising fire-repellent compounds.

I would declare the work laptop that I am bringing to US on the customs declaration form when entering US. (Take a photo of that for safety). During my return to India, I usually buy one laptop for me or my friends or family and keep it with me as a carry laptop and safely cover/wind the work laptop within clothes, and put in one of the check-in bags (usually in my Samsonite hard-case for safety). I had done this about 7 times and never questioned once in any of the airports in India.
