I have a skin condition, all triggered by allergic reactions to the cold and the damp and that sort of thing," McIver said."It would trigger my irritable bowel and asthma and my face would swell up and I'd need days off work."The power bills were "huge", and McIver relied on a Red Cross grant to subsidise the bills. Working part-time at The Warehouse, in order to spend more time with her children, McIver had no viable way of making her house warmer. The final straw came when making one of her foster children's beds."I was horrified one day when I went and changed his sheets and he'd been sleeping on a foam bed and it was moldy," McIver said. "I'd been struggling for quite a few winters with that cold house . . . it was like a gale coming through the floor, and the curtains would move in the rooms." A friend put her on to the programme. McIver was eligible for free ceiling and underfloor insulation.Since then, there had been "such a difference", McIver said. "I can leave the curtains open during the day these days and the sun will warm up the room."

Her health conditions no longer flared up as often, either.The Healthy Homes programme was established to focus on people who had been in the hospital at least twice within a year, and was extended in 2013 to include at-risk families with children under 17, and parents with newborns.Findings from those who had been previously hospitalised, showed a 29 per cent reduction in hospital bed days. The programme ran from 2011 to 2014, and involved the CDHB, Community Energy Action, Environment Canterbury, the Energy Efficiency Conservation Authority, and three Canterbury primary healthcare organisations.
