Any hospital visitor will realise hospitals need lots of drapes and curtains. That makes the country's health boards big customers in the narrow field of window furnishings.The Canterbury District Health Board (CDHB) is building several new hospital facilities and refurbishing others, making it a sought-after client.

curtain fabric shop bulwell But how do you get a slice of the action if you are a business like Admire Commercial, a Christchurch-based company with about 25 years experience in supplying window furnishings. It employs about eight people and has offices in Christchurch and Auckland.About five years ago, owner Chris Adams decided to try get into the hospital window furnishing market and went to see the CDHB.

He claims he was told the DHB preferred to use Weco Manufacturing, a Christchurch company making curtains, venetian blinds, cushions and upholstery for hospitals and hotels, and Auckland firm Decor Blinds (now trading as Decor People).The two businesses often worked in tandem.Discouraged but not about to give up, Adams had his staff plug away. In October 2013, the firm got its first CDHB contract when it was the successful tenderer for blinds for portacoms at the Burwood Hospital build site.It was only about $20,000 but at least it was a foot in the door.In June last year, Admire tendered to supply curtains and drapes for the new Kaikoura Hospital and in February was delighted to find its $70,000 bid for the contract was successful. These were not huge contracts but Admire was hoping to develop a good relationship with the CDHB because it knew some big jobs - the Burwood Hospital Development and the Acute Services Building at the current Christchurch Hospital site - were just around the corner.

A few days after hearing about its Kaikoura success from Arrow International, Adams was told a CDHB project manager had contacted Arrow to say the board was not happy about Arrow using Admire because of problems with Admire's performance on the Burwood job.This was news to Adams because no-one had raised any problems with the work.Horrified at the turn of events, Adams met with the CDHB. The project manager apologised about the incorrect information, Adams claimed, and the stalled contract went ahead.By then Admire had tendered for the blinds and curtains contract for Burwood Hospital, delivering its tender right on time on December 12, last year. Staff spent about a month preparing the bid, putting in a price of about $468,000.Adams thought the Kaikoura contract had gone well, despite a a couple of hiccups, and was hopeful of netting the big contract.However, rumours in the industry were already saying Décor People would be successful.In April, Admire was told the bid had gone to the Auckland firm.

A disappointed Adams had his lawyer lodge an Official Information Act request in May that produced minutes of a meeting by the CDHB evaluation committee which considered the various tenders for Burwood's curtains and blinds.The minutes recorded one committee member praising Décor People's submission and saying Admire and another tenderer would have difficulty producing "on this scale".The committee member was also recorded telling the meeting Admire's tracks and curtains on a Forte Health (a private hospital) job in Christchurch had gone "very badly".The Forte job had gone very well with no complaints. This was confirmed by fit-out contractor Simon Construction.As far as he could tell from the released information, Admire's price was about $92,000 cheaper than Décor People's price of $561,000.The documents seemed to squash any hope of Admire getting any further work on the Burwood job as they showed Décor People would get a five-year contract for window furnishings for the hospital.

Admire took another hit last month. It had tendered for the supply of blinds and curtains for the new Rangiora Hospital (about $40,000) but was told it had again missed out, despite lodging the cheapest price.The CDHB chose the successful tenderer and it was again Décor People.To a series of written questions, CDHB's legal consultant Jeannie Bayly said the board's tender documents clearly stated the cheapest tender would not necessarily be accepted."An essential component of CDHB's procurement policy is to ensure the ongoing costs of operation are sustainable over the whole life of the goods or services required and where possible appropriate for use across the wider organisation."She said the Rangiora bids were very close.Admire had performed poorly on the Kaikoura job "resulting in considerable rework being required". She did not elaborate but said she understood the problems had been conveyed to Admire. Adams claimed he never received any such communication.Admire's price for the Burwood Hospital redevelopment was "not even close" to being $92,000 cheaper than Décor, she said, but gave no more details.

In any event, the Ministry of Health was the lead procurement agency for Burwood Hospital, Bayly said.She rejected claims CDHB staff had unfairly bad-mouthed Admire and said to date Admire had not been excluded from any contract opportunity based on poor performance.The comments Adams attributed to the project manager did not accord with minutes of a meeting about the issue, she said."As part of the evaluation process, CDHB is required to take into account evaluative criteria such as proven track record, ability to work with other parties, quality of workmanship and at times references."Although the Government Rules of Sourcing (mandatory for the CDHB since February) did not require the CDHB to undertake a competitive, open tender process for purchases of less than $100,000, it still obtained three or four competitive bids for all purchases of blinds under $100,000.What about allegations of favouritism?"CDHB refutes that it has acted with any bias or shown any favouritism to Décor People.
